Provide e xpert, effective and credible human resources and finance analysis and advice to the Area and Zone Commanders to ensure oversight and management of the Area and Zone Commands staffing, finance and administration. Provide advice to managers and staff in relation to the interpretation of legislation a nd policy, consistent with public sector and NSWFB legislation, policy and operating requirements.
Key Accountabilities:
· Manage the development and monitoring of the Area's operating budget (in consultation with the Finance Directorate) including the analysis and
interpretation of financial reports to reflect local circumstances, identifying budget variances and recommending and implementing solutions.
· Actively monitor Area and Zone cost centres throughout the year, to identify spending patterns and budget issues, propose remedial action as required in consultation with the Area and Zone Commander, maintain effective communication with the Finance Directorate to identify emerging issues and report on Area and Zone performance.
· Review and analysis staffing needs and coordinate administrative requirements of Area human resources issues ensuring compliance with agreed staffing and budget parameters.
· Provide timely, expert advice to managers and employees on a range of areas including employment legislation, interpretation of awards and legislation relevant to employee selection and performance management, ensuring that NSWFB Human Resources policies and procedures are implemented and that managers are aware of their responsibilities.
· Analyse financial, human resources, attendance management, Workers Compensation and return to work performance and report the results to the Area and Zone Commanders, suggesting remedial business strategies.
· Coach and provide advice to managers on staff management issues, including development, managing poor performance and misconduct, managing communication and interpersonal conflict and the administration of complaints.
· In conjunction with Health and Safety Branch coordinate workers compensation requirements by maintaining communication with injured workers, completing relevant paperwork and liaising with the Health and Safety Branch and claims managers. Work with Health and Safety to identify redeployment opportunities for injured staff, and to actively facilitate their return to work.
· Participate in claims management for injured workers on behalf of the Commander (as required). Proactively identify unhealthy or unsafe work practices and recommend remedial action.
· Provide advice and support to managers and employees when dealing with OHS issues and complaints, ensuring that allegations of misconduct, fraud and corruption and bullying and harassment are referred on to the Zone and / or Area Commander and the Workplace Standards Branch as required.
· Develop and maintain effective systems for staffing, leave and other HR issues (including staff travel), consistent with legislative and corporate requirements.
· Provide timely, expert advice to Area and Zone management and staff on all aspects of administrative policy and procedures, project management and business planning, andconsult with Corporate Services and Governance to ensure consistent interpretation of awards, agreements and legislative provisions.
· Develop, implement and monitor administrative and records management systems and procedures to effectively manage administrative functions, and maintain consistency of systems across the Area.
· Act as the key contact between the Area and Zone Commands and the HR and Finance Branches to ensure a consistent and best practice approach is adopted in administrative systems and procedures.
· Prepare reports, business cases, submissions and other correspondence relating to a broad range of Area and Zone issues.
· Maintain records of complaints, grievances briefings and other sensitive correspondence to ensure timely responses are prepared and provide
assistance as required in ensuring a high standard is maintained in correspondence put forward for approval.
· Prepare budget submissions and enhancements in line with fiscal policy framework.
· Assist with staff training within the Area and Zone Commands in relation to finance and governance.
· Ensure Area and Zone compliance with all asset policies.
